With respect to the conditions in El Dorado County, existing land tenure cannot be ignored when evaluating proposed alternatives. Since much of the county is already subdivided, General Plan policies aimed at discretionary projects will not be particularly effective ecologically. They will, however, be politically divisive. Focusing acquisition and/or easement strategies on areas of concern may be the most efficient method to maintaining oak connectivity.
