The method of estimating expected losses to wildfire multiplies the probability of a section burning by the number of houses expected in that section by the conditional probability of loss, that is, the likelihood that a bad fire impinging on a house will destroy the house. Conditional loss is the number of houses expected to be lost within a section, given that a bad fire burns through it.
