Resolution
on Pine Pitch Canker and
Management Guidelines for the Native Monterey Pine Forest
WHEREAS, a management plan does not exist for Monterey pine stands, and
WHEREAS, pine pitch canker is a non-native tree disease that has become well-established along the central California coast and has been found as far north as Mendocino County and as far south as San Diego County, and
WHEREAS, many native and non-native conifer trees are susceptible to the disease, including Monterey and Bishop pine, and
WHEREAS, the loss of Monterey pine stands would cause economic hardship in terms of tourism, property and commercial value, and
WHEREAS, survival of the native Monterey pine forest is threatened by development, diseases and insects including the pine pitch canker, and
WHEREAS, pine pitch canker and associated insects have the ability to cause significant decline and mortality of Monterey pine and have the potential to cause similar impacts on other native tree species, and
WHEREAS, the private, governmental and non-profit sectors of California need to establish a coordinated effort at long-range planning strategies and best management practices for the Monterey pine forest and to check and abate the spread of pine pitch canker in all forest types,
THEREFORE, BE IT RESOLVED that all interested and responsible parties establish a task force composed of public, private and non-profit sector members to:
- develop short and long-term management guidelines for managing pine pitch canker in Monterey pine forest and elsewhere
- define research and management priorities for pine pitch canker, and
- secure support for proposed activities, and
- allocate resources to implement guidelines and recommendations.
The formation of the task force will be initiated and assisted by a designee of the Chairman of the California Forest Pest Council.
BE IT FURTHER RESOLVED that concerned members of private organizations, City Councils, County Boards of Supervisors, the State Legislature and the United States Congress are all urged to seek funding to support a cooperative research/management program for pine pitch canker.
The California Forest Pest Council is an organization of individuals interested in the protection of forests from damage caused by animals, insects, diseases, weeds, and pollution. The Council is recognized by the California Board of Forestry as an advisory body on pest protection matters. The Council is incorporated as a 501(c)(3) non-profit organization.
